The bill, named after a puppy named Bowie who was mistakenly euthanized despite rescue efforts, would require shelters to give a 72-hour advance notice before putting an animal down. The economy’s impact on pet ownership costs and shelter understaffing has resulted in fewer adoptions and more animals being euthanized. This issue was highlighted in a Scripps news investigation that discovered the rate of healthy dogs and cats put down in Riverside County, California, more than doubled from 6 percent in 2021 to over 15 percent in 2022.

Rescue groups have been making desperate pleas for help online, as dozens of animals can be put down at any moment with little notice.
