Texas Bans Chains for Dogs

A new law in Texas will ban the use of chains or short tethers for dogs that are outdoors. The law is due to go into effect in January of 2022.

The new law would also make sure that tethered dogs are fitted properly with a collar or harness and have access to their basic necessities, including water and shelter. The tether also must be five times the length of the dog to provide ample room for movement.

Those found not upholding the law could receive a $500 fine, and repeat offenders could be charged with a Class B misdemeanor.

Though this is progress in regards to the current laws around how dogs can be tied up outdoors in Texas, it still allows for dogs to be attached to cable runs and left outside. Thus, it still does not entirely solve the problem. 

It is inhumane to keep a dog tied up outside for extended periods of time, no matter the reason for doing it. It restricts their movement significantly and takes away their freedom and comfort. It also puts dogs in the potentially dangerous situations of being left out in the elements, being exposed to severely cold and hot weather if the provided shelter is insufficient.
